Study Visa Applied 6th September No Response

I applied via VFS Duabi. I got IELTS band of 7. Im applying for a foundation program at Manitoba Unversity.
Still am waiting. Linked my application and it says waiting for final decision. What does it mean? Medical exam was given when submitting the application itself.

Yes i did. It was upfront and CIC website states that i passed

Request for deferral letter on Oct 8

Sent case-specific inquiry to CIC on nov 19
They replied on Nov 22 saying they were still doing background check

No updates since then. I even drove to abu dhabi to inquire about the status, but the security said there is zero way to contact them now.

Hi guys

Applied on 27sep 2017 and still waiting..medical passed within a few weeks of application.Is it normal for an application to take this long.Any advice or hope would be great help...
