"Birth certificate or baptismal certificates for yourself and all family members, whether they are accompanying you to Canada or not."

Her parents aren't coming to Canada and they still need to provide birth certificate?

Family members
An applicant’s closest relatives, in the context of an application to CIC. It is defined as a spouse or common-law partner, dependent children, and their dependent children.
 
Immigration applicant aside, I think it's also a culture differences.
Once you are married, your parents AREN'T your family member. Your husband/wife and children are.
So if you are invited to bring your family to any party, don't bring your parents. :)
