By grace of Almighty God, got PPR after 11 months and 21 days , this was my 3rd application as previous two were rejected/incomplete, but all well that ends well.
Just a quick question, as currently I'm in Pakistan, i need to email cpc ottawa about sending passport visa office Islamabad, not Ottawa, right?

Congrats. Normally in the PPR email it provides the information regarding the address you need to send the passport.

On step 4 of the PPR email you should have something like that:
If you do not have a mailing address in Canada or the U.S.A, or if you are unable to submit the required documentation for you or your accompanying family members to the addresses below, please send an email to us at CPC-CTD-Ottawa@cic.gc.ca so that we can send you instructions for submitting your documents to a visa office which is the most convenient for you. Please note that our office will not return passports to an address outside North America.
So, send an email to CPC-CTD-Ottawa@cic.gc.ca, they will provide instruction for the next steps.

My application is due soon. Receive gcms it said final approved on 24th Oct. . But I still don’t receive PPR. Is anyone at the similar situation ? Anyone knows the reason behind? Thanks for help!

Write to your local visa office or enquire with cpc Ottawa if according to where your file is right now. This has happened to few people before. You will get ppr no need to worry

Hi Guys, I am a May 2017 AOR (FSW Outland). I kept my patience and would check the status once in 2-3 weeks for the first 5 1/2 months until they (LVO Sydney, Australia) asked me to submit a couple of documents (on 23rd Oct) that I managed to upload within a couple of days. The BG status changed from 'NA' to 'processing' in the next few days but nothing since then. I managed to speak to the agent today (after many tries over the last 3-4 weeks) and she confirmed that there is nothing unusual in my application and has definitely not gone for the secondary check (security screening). My status reads as below:

Application status: We are processing your application. We will send you a message when there is an update or if we need more information from you.
Review of eligibility We are reviewing whether you meet the eligibility requirements.
Review of medical results We are reviewing the results of your medical exam.
Review of additional documents We need more documents to continue processing your application. We will send you a message with more details.
Interview You do not need an interview. We will send you a message if this changes.
Biometrics We do not need your fingerprints. We will send you a message if this changes.
Background check We are processing your background check. We will send you a message if we need more information.
Final decision Your application is in progress. We will send you a message once the final decision has been made.

Can someone please explain my situation as to what's happening with my application?

I am also waiting for the GCMS notes that I applied around a month ago.

Only gcms notes can tell where your application is stuck, after 6 months, keep applying for it after every month or couple of months

Is your LMIA is still valid or is it expired? Or they asked your new employer to re-send the job offer?

LMIA is only for valid for 6 months from date of issue. but my job offer is still valid. and also we send a letter from Employer to CIC that they need me and my job is still open for me. and kindly issue visa for me. but no response of that CSE as well.

Seems like your application is in Ip2.if all is ok then you must wait for your ppr. It should be coming soon.

LMIA is only for valid for 6 months from date of issue. but my job offer is still valid. and also we send a letter from Employer to CIC that they need me and my job is still open for me. and kindly issue visa for me. but no response of that CSE as well.
