A friend got student visa for sfu for September intake but he changed his uni to york and the classes will start from Winter 2018 and i have read somewhere that student visa expires if you don't start studying for 90 days so will it get expired as he is currently in Pakistan?

Yes after 90 days the university will inform that he is no longer attending school so CIC will cancel his study permit. He will have to apply for a new permit.

But wont York tell the Cic that he is now enrolled their?
 
No they won't.
Have you seen this happen to anyone because if it so what should he do in such a case? Get their before it expires or will he have to reapply all over again?
 
If its haven't been 90 days for him, your friend can change is DLI online in his mycic account but there is a chance that CBSA will ask him why is the school is changed when they issue him the physical permit at airport. If its already been 90 days, CIC automatically cancelled his study permit so he has to apply for a new study permit.

Thanks buddy for the info. I tried to put some sense into him but unfortunately he is adamant that his permit would not be cancelled by the cic. Well my job was to warn him and that i did.

Well there is a chance when he tries to enter into Canada, CBSA officers might not let him in if its been over 90 days.

Yes it will be over 90 days by January. His flight is on 1st January 2018.
