Study permit after PGWP

I am currently an international student with 1 year program and will apply for PGWP after my graduation. Can I still apply for student visa after PGWP to ensure PR approval? Or is it confirm that the minumum stay here in Canada for PR application is 2 years?

You are confusing rules and need to research PR requirements in more detail. There is no 2 year requirement to apply for PR. You're confusing applying for PR with applying for a new PR card (this is only something people who are already PRs can do). You need to dedicate time to researching Canada's immigration programs here to understand what the requirements are: http://www.cic.gc.ca/english/immigrate/index.asp

There's no such requirement. The fact you are living in Canada doesn't mean you qualify for PR.

Note that PGWP is only a one time deal so if you are planning to apply for PR, you should at least study one more year so you can get a 2 or maybe 3 year PGWP depending. PR is obtain by having enough job experiences and education. There is no such thing as staying in Canada for a number of years will give you direct qualification for PR.
