It means what it says : passport collection, nothing like approval or refuse. Link your GCKEY account
to your application and then you should be able to see the actual results.
They only give me tracking ID ,no application number ? So am I able to create cic account?
With tracking ID you can't. Sorry not sure what to do then. Wait and hope its approval.

Get Caips notes. The actual reason for rejection would be written there. I am sorry to hear about your rejection and i can feel the pain being a fellow Pakistani. Share your entire profile with maybe i can help, but you need to get CAIPS notes to get a clear idea of why you were refused.

But you could create account and link your paper based application with the help of your personal details, even id is not required.
