Okay, one final question. Assuming I begin my process again, can I place a sponsor of my sibling together in my application process or that takes places only if I have attained PR status.

Skilled Worker, I have enough work experience, could try IELTS again and for my brother who is an Indian like
me .

While reapplying for my process, can I sponsor him at the same time as well or is it after I have attained my PR.

I don't think that you would be able to include your brother on your application, and he will have to meet the requirements for himself.

I also don't believe that he can be a member of the family class, unless he is your only relative. But for you to sponsor him you would have to already be a PR living in Canada. It will be difficult to apply for you to sponsor him.

If your parents are still alive then it is my understanding that you will not be able to sponsor your brother. See: http://www.cic.gc.ca/english/immigrate/sponsor/relatives-apply-who.asp

he will have to apply under express entry on his own if he is to come to Canada as a PR.

I guess you realise that parents sponsorship is a lottery process so could take years to come through and that’s not including the years that you have to be resident as. PR living in Canada.
