Yes - you will get additional points under the Express Entry program for having siblings living in Canada.
 
I've read that i (a 24 y.o) would be elligible if i were under 18 to be sponsored by a sibling.

And if my siblings sponsor my mom can my mother sponsor me when she becomes a PR?

Just to let you know, only one of your siblings can sponsor your mother. They can all submit their names in for the lotto but only one of them can sponsor if there was a chance 2 or more siblings got selected.
