it's happen sometimes Evan it become " Not applicable "
 
According to CIC, Background check is not a mandatory check. They clearly mentions, "In some cases..." and if you check all the "?" fields in your applications, you would find all "In some cases.." are the optional ones and they do when they require in depth review of that process.

So, in some cases, PCC are the ones for them to check your background and based on your travel history and all, they decide whether to go into that or not.

My BG is started today.

Check my timeline on left side for more information. Hope to get PPR soon.

Finally Decision Made on Ecas. Just now changed as I checked today afternoon and was In Process.
