PCC is the clearance for criminality which is a part of BGC. BGC also includes other components like security which includes international travels, anti terror etc.

No Shcedule A, PCC and your travel history form (if applicable) are all they need. The rest they get CSIS to look into it who contact other agencies for any information on the PA.
