Schedule A and daughter over 19 NOT coming to Canada

My spouse has children who live in the states with their mother. They are not coming to Canada with us, however, one of his children is over the age of 18 and doesn't wish to be sponsored. Is she still subject to the fingerprinting and the Schedule A form? I would think not, but it asks to include all family members over the age of 18 whether they are accompanying you or not to Canada

Family members = spouse and dependent children.

If she is 19 or over, she is not a dependent and therefore not included. If she is 18, then she is still considered a dependent child and must be included.
