i am applying as mushroom picker through an agency based in canada.

You need to post your question to the Foreign Workers section of the forum.

FYI - based on the skill level of your job, you can't bring any family members with you to Canada when you come here on the work permit. Only you can move to Canada.

So its not mandatory for me to submit the statutory declaration for my application?
 
Nobody can answer that here. This is family sponsorship. If a family member is sponsoring you or you are sponsoring a family member. Listen to the advice above.
Or perhaps somebody might give you a bad answer on here cuz they don't know what they talking about.
