Your question is confusing. OHIP has a residency requirement. So you can't simply arrive in Canada, apply for the OHIP card, immediately leave, and then start using the OHIP card as soon as you get back. OHIP requires physical residency in Ontario. If you aren't physically residing in Ontario, you don't qualify for OHIP or to start the 3 month waiting period.I'm yet to move to Canada permanently.
