Hello

I attained PR status in 2002 with my parents when we immigrated there. We left shortly after. At that time we were given SIN cards. We did not return to Canada.

Now I have applied to study there. And I got a message from the government saying that I am still a PR and so I cannot be given a student visa. I don't have a PR card, but I do have a SIN card (which doesn't show any expiration date).

Would the fact that my status is confirmed as permanent resident and holding a SIN card be enough to enter Canada as a PR? Or is applying for a permanent residence travel document the only way?

A SIN is not a travel document and can't be used to enter Canada. So a PRTD under H&C would be the way to go - provided you are the right age. How old are you?
 
You can also try entering Canada at a land border with your imm1000 document and passport if you hold a US visa.

It would be ideal if you were a couple of years younger. However you can still try applying for the PRTD and see if you are successful. You should apply under H&C stating that you were removed from Canada (not by choice) by your parents.

Those who are 21 and under are typically successful. Once you're over 21, the chances are lower. But since you're 22 - I would say definitely worth a try.
