There are a few posts on the forum which mention that the EE system now asks if the applicant has contacted regulatory bodies about licensure; etc.

Does CIC now require applicants who select regulated occupations to have their skills/competencies assessed by regulatory bodies, on top of normal ECA, as a requirement to immigrate as a permanent resident?

For certain occupations (physicians, pharmacists), the "normal" ECA is assessed by the regulatory body.

Beyond that, if your work experience is outside Canada, IRCC is simply informing you that you will need to obtain the appropriate licenses to work in a regulated occupation when you come to Canada. There is no need to be licensed/certified before you come. This often takes time, so informing you in advance allows you to get started.

If, on the other hand, you are claiming Canadian work experience in a regulated occupation, then you must have the specified license/certification for that work experience to qualify.
