How popular is it employers to pay in cash for part time work and not report to CRA? Is this something I should clarify during the interview?

I'm a newly landed immigrant and NEED the employer to report to CRA and make deductions for my taxes.
 
You shouldn't need to clarify this in an interview. If you're being interviewed, I think it's pretty safe to assume the employer will be doing everything legally and reporting your pay to CRA.

Depends on the area you are working on and if you are under a contract. Many construction and agricultural gigs pay in cash and you are responsible for filing your taxes. In professional areas it is common to get a deposit and taxes are done by the employer.

You can check this with the employer BEFORE the interview... kind of a standard question.
