FBI PCC Dilemma - To Submit profile or not to submit

I have everything necessary to submit my EE profile, but I have not yet submitted. I have 464 points, so it is highly likely that I will get an ITA in the next drawing.

The problem is that I currently live in the US and hence need a current FBI PCC. I submitted the application with fingerprints last week and at the current rate it will take 14 weeks to get the results. If I get an ITA in the next drawing, I will have 60 days to submit the application. I know people have submitted evidence of sending the FBI application, but I also saw someone got their application canceled because of pending FBI PCC. Assuming they cancel the application after some processing say 2 more months after submission. That gives me 4 months to get the FBI PCC (2 months to submit after ITA and 2 months of processing before they can cancel it).

I can choose to wait before submitting the EE profile, but the uncertainty about the future drawings troubles me. What if the cutoff is below 464 in the next drawing and I didn't get in only because I didn't submit, that will be irritating.

I am also in the same situation. Any suggestions if it's ok to submit or application without fib clearance? Will just the proof of applying be enough?

From what I understand, a lot of applications have been rejected on the basis of not providing an FBI PCC. Providing proof that you have applied for it does not definitely prove that you will receive the necessary clearance. If your profile is shortlisted and less than 6-7 weeks have passed since you applied for the FBI PCC, it would probably make sense to decline the invitation in the hope that it will be selected in subsequent rounds.

Let's say you get the ITA and you have 60 days to apply.
At the end of 60 days, you are probably few weeks away from PCC.
If you apply towards the end of application period, find out if you can update the application once PCC is available. This has to happen before CIC can open your application. If that can be done, safe to get in the pool now.

A related question on FBI clearance, I am in canada and have to mail in the fingerprints with the fee ($18). My bank in Canada told me that they can issue a draft payable in US dollars. Just wanted to make sure draft issued in a non US bank will be acceptable by FBI. Has anyone else tried it?

If I were you, I would have submitted my profile. With the ups and downs in cut-off CRS score, you never know when you will get the ITA. Once you receive an ITA, wait for 60 days to see if you get any updates on FBI, if you don't get it by then...just decline the invitation.

With current timelines, you receive FBI report in almost 3 months, so you may get lucky.

If it is "payable on a US bank," it will be OK. It should say on the draft somewhere the name of a US bank (example, Citibank) where it is payable. Even if it's issued by a Canadian bank, the bank will have an arrangement with a US bank to clear the draft.

I submitted mine with a copy of a channeler report, and an explanation that the final results (from FBI) would follow.

So far, they haven't cancelled our application. I'm hopeful that including the channeler report helps, as it shows we're not going to fail the background check.

Hi I got invited in the first round - then dropped and re-invited in the 3rd (forced switch from FSW to CEC) - a whole new application needed so I ended up waiting until Mar 22 to submit - to give them some time to sort out their glitches.

I didn't have the FBI at the time, I submitted proof of request with my application on the 22 Mar.
I sent my FBI report along last week. Not sure when/if they will acknowledge receipt.
My application has not been touched really (except for a request for the CELPIP in the first week) - everything is in "progress" even my medical which was completed back in Feb. I suspect that this is because earlier applications were submitted in a more glitchy system and/or my FBI PCC was missing.

I would wait to submit until you get the FBI report UNLESS your situation is time sensitive (in which case waiting may be a bigger risk for you). I think 'cleaner' applications are being processed much faster that applications with 'issues'.

In any case your application may not progress without the FBI PCC - as mine doesn't appear to have progressed since submission (although not rejected either) ...hopefully now the FBI PCC is submitted it will start to progress.

Its a crapshoot - i'm sure if there was a pattern in processing early on, that will change as CIC get more efficient and more bugs are cleaned up in the submission website.

there are some rejections at the same time they have requested for FBI report..

Check for CANINdn post.. he/she received today additional docs submission request where cic asked for FBI report. May be he can shed some light on your case !!

I have an update. After sending a case-specific query and attached the FBI report 6 weeks ago - I have received no response to that query (so its pretty much useless doing that I think). Today I got a request through MyCIC to upload my FBI report with a 30 day timeline. I did it immediately. The upload page is specific to the FBI report, it requests a doc number and an issue date (and an expiry date - which is confusing as there is no expiry date for the FBI report). So basically, according to this you should submit your application with proof of your FBI submission (as i did) - and you will have plenty of time to upload the doc (+30 days) +xx days for the other processing of your application.
having said that, my application has progress much slower than many other on here - so may still be faster to wait and submit your application complete with FBI report if possible.

Hi InCanada_1, I am in your same situation, submitted my app on May 5th without the FBI PCC which I just got yesterday and was thinking to submit it via CSE. Do you mind sharing your timeline? Specifically I would like to know how long after you applied and/or your background went to "in progress" you got the request for the PC?

This is a very old thread but I wish to know what happened to your case for submitting the application without PCC
