Following is my timeline :

App sent : April 12, 2017 
App rcvd : April 13, 2017
AOR1 rcvd : May 09, 2017
App linked : May 09, 2017
SA rcvd : May 12, 2017 

Since then we did not receive any correspondence from them. I called on May 23 and the systems were down then called again on May 29 and they told me that they sent correspondence on May 10 which we never received about the Schedule A and PCC.

They advised to report the technical issue via webform. I asked her that what about the 30 days for the Schedule A ? She advised that it should be ok as we have not yet received the notification about it.

For now I have reported the Technical issue via webform as well as via the tab on CIC My account. But like others I am also a little anxious that what to do about the Schedule A and PCC situation :( Any suggestions ?
Post Schedule-A and PCC (Original) along with a cover latter to CPC Mississauga. Don't forget to validate the form before print, hand sign with black pen.

Ohhh ok, so webform would mean uploading to your mycic account that we create using GCKeys?
no actually, webform is for when you do not get the request in your GCkey account 5 days after your sponsor is approved, so you use the webform to upload your documents
 
I assigned myself as the representative for my wife whom im sponsoring and included the use of a rep form when we submitted our application
I mailed the schedule A the same time as you but the PR portion still says Application Received. How did you fill out the personal history section? Did you overlap dates? Eg. 2016 02 to 2017 01 2016 02 to 2015 04 or 2016 02 to 2017 01 2016 01 to 2015 04

the app can only be linked to one account at a time. It makes no difference whether you link it to the sponsors account or PA

we didnt have to for my wife, but yes. If your PA has overlapping work, school, etc history then your dates should overlap for each as well

And Do we get the notification like medical or i have to courier it??

I would explain that the inquiry is based on the fact that it says on ECAS that correspondence email was sent (copy paste the status), and that you or your spouse have not received anything as of yet. That you checked both inbox and junk folders with no success. And so you were wondering what should your next step be.

If I were you I would mail physical copies and a cover letter (with UCI#s, application #s, names) requesting them to attach the documents to your application. And send it to:

Yes you can get your husband to hand sign the form and scan a copy to you.

Let me correct you here "Oulrish". Scan copy will not work when sending in paper format.
Please follow the instructions for IMM5669 in Guide, "
"If you are submitting this form in paper format by mail:
You can fill out the form on your computer (recommended) or fill it out by hand.
If you are filling it out on the computer: In the signature section, type your name and select the date using the date selection tool. Then,
print out the form and sign in writing (provide your original handwritten signature) next to your name in the signature box. If you do not
sign and date the form according to these instructions, it will not be accepted and will be returned to you."
