BC PNP Skilled immigration Education points

Hi guys,

can you please help with question about education.
My highest level of education is PhD back home ( confirmed by WES) and it should give me 21 points in registration score.

Is it possible to receive additional points for college diploma in Canada? it does matters from this year for express entry, so I'm wondering may be somewhere during registration for BC PNP program (SI - Skilled worker) it can also helps,
as of now I have only 85 points.

You can get bonus points for getting education in Canada, (8 if in BC, 6 elsewhere)

Does ECA has to be for highest level of education to score BC PNP EXTRA Education points? A friend of mine did his Bachelors from India and has WES. But he did a Post Secondary certificate in Canada. So can he claim WES ECA points under extra points?
