I have a very common question for which i would love to get response from you.
My background status changed from Not Started to Not needed at this time, can you please help me understand what could be the possible reasons for that, and when does it happens

Mine also changed from background status changed from Not Started to Not needed at this time on 9 Jun.

Is everything fine like R10, A11.2 and eligibility, job requirements ?

This is a common trend. Nothing to worry

can I be sure at this stage tht all my submitted docs are fine and now I just need to wait for further process ?

To be certain you need to order GCMS notes. That is the only sure shot way to be certain.

If an information is withheld in GCMS notes citing clause 16.1 (C). Is this a red flag or just a normal protocol?

When an information is withheld under 16(1)(c) it means there is some investigation going on, some information has been obtained which is confidential. In most cases it is the confidential information, the source of which cannot be disclosed since it is from an intelligence agency. 16(1)(c) states:

((c) information the disclosure of which could reasonably be expected to be injurious to the enforcement of any law of Canada or a province or the conduct of lawful investigations, including, without restricting the generality of the foregoing, any such information

(i) relating to the existence or nature of a particular investigation,

(ii) that would reveal the identity of a confidential source of information, or

(iii) that was obtained or prepared in the course of an investigation; or


It is only triggered when there is some sensitive information found which cannot be disclosed. If you have no criminal history, there is no need to worry. Sometimes false alarms are raised and the law enforcement has to conduct investigation. You can't do much about it. Your application will take a little longer than usual.

Thank you. Is it mostly related to criminality or any other aspect?

I have no criminal history, not even a traffic violation ticket either in my home country or Canada.

Its about law enforcement, which covers both, criminality and security. In some cases CSIS will seek information about an applicant from another country, such information is not disclosed under this section. So if you don't have any record, just relax and its just a matter of time before you will get the PPR.

Could you please advise me on below?

Do we have to show proof of funds again if we are entering Canada via PR card (2nd entry) assuming that, we have done a short landing during 1st entry (i.e. as landed immigrant and POF already shown this time) and the PR card was delivered to our home country from our friends/relatives in Canada

NO.

You are already a permanent resident. When you enter now, all you need is a PR card and your passport. No PoF required or will be asked. PoF is only asked in some cased when you land for the first time. Once you have a Pr card and have done the formalities of the landing, they can't ask you for the PoF.

If you are flying in, just show your PR card and Passport at the immigration and get your customs done, you are all good.

Hi legalfalcon,

i have a question its not exactly about my application, let me know if you can guide me on this.
i ordered gcms note past week, when i was proceeded to payment page i put my card details and clicked on transmit payment, but an error appeared on my screen , i was not sure whether the order was completed or not and after waiting 1 hour i ordered notes again this time it was sucessful and i got a confirmation email too.
but today i checked and found that my creditcard was charged twice, but i got confirmation only once
