BC PNP/ SIRS point Question regarding ECA from an identified qualified supplier?

Hello,
I am trying to calculate SIRS points for BC PNP under EEBC-International Post Graduate. And I've Graduated from an institute in BC
I stuck at a question "Have you obtained an Education Credential Assessment (ECA) from an identified qualified supplier?", Can any one brief this question.

What I'm assuming is I need to assess my education documents from WES(World Education Services) for 400$ which will give me 4 more points to SIRS, Im I right?

Yes...you will need to Accessed your Postgraduate Degree from WES .

I got an ECA from WES, but no extra points for me...

Money spent for nothing.

I am not sure why, though.

The BC PNP guide says you get extra points for a WES assessment, but it doesn't say anything about having restrictions on level of education.
I assume I didn't get extra points because I only have a secondary education...
