From 2020 (Apr 1) to 2025 (Mar 31) IRCC's approval rate for Pre-Removal Risk Assessments was:

- Failed Refugee Claimants - 5%
- Refugee claimants deemed ineligible because of a previous claim in another country - 38%
- Refugee claimants deemed ineligible for other reasons - 66%
- Individuals who did not previously claim asylum - 5%
- Other (such as individuals who had a positive asylum claim and later had a removal order) - 13%.

It matters more on what the recent trend is. TFW and international student approvals were very high at one point too and look at where that's now. The trend matters more than the average here. This is one of the most abused systems in Canada and I'd assume the trend to be on the higher end now that there's a bit more visibility on fake refugee applications.

Means only 5% will approve based on new and solid evidence, if provided. I agree they will not giving positive hope to all 30k ineligible claims under bill c-12. Let’s see

- If the IRB rejected your refugee claim, PRRA approval is 5%.
- If you're rerouted to PRRA as your first-ever risk assessment because a new ineligibility rule blocked IRB access, PRRA approval is 66%.

However, this is statistical data, and approval depends on the individual case.

The issue is that that the population presenting themselves for PPRA previously was very different than it will be in 2026-27ish. I would expect approval to be significantly less.
