Want to apply Visitor Visa for my sister and her family but she have Home Child Care file still open since 5 years. We can still apply?

Hi Friends,
This is related to my sister who applied for 'Home Child Care Pilot' program in year 2021 and since the we have been providing all the documents as and when was needed. But now wait is too long and have no updates what's going on with their file.

My sister and her family want to visit us now as a tourist just to spend a month or so with us ; so needed some thoughts on the same. Is this still safe to apply and what's the best way to apply for Visit Visa so that they don't get rejected and can visit us as a family.

FYI... My sister already visited us once in 2013 with her 2 kids but that Visa was only for 3 months and got expired now.

Please advise how we proceed for their Visit Visa?

She can apply. She needs to show ties to return (family, job, business), her own funds ($10k per person for 2-3 week visit) and strong travel history. If she had a previous visa then may be approved quicker. A month is a long time.

Thanks for the response, so you advise to use same IRCC account or create a new one as she will be applying online. Or please advise best way to apply.

She can use her account. It is the old portal if applying as a family.

ok sounds good, so we will use her existing IRCC account.
So IRCC account and IRCC portal are 2 separate things? As for her IRCC account we have her login details (username/ password) but when I see IRCC portal it requires an email address to login, so it seems we need to register and start using portal to apply for Visit Visa correct?

So my question is: if we use Portal to apply, then do we still need to download any forms or we can fill all the details online through Portal and can save in between. If we come back we acn start from the place I saved last. Also for a family of 4 we can create a Group and can continue online right?

Please advise.
