I received my eligibility and pre-arrival after moving to Ontario. I forgot to mention that in the previous response. It’s very strange how processing times can vary so much between applicants with seemingly similar timelines. Some cases move quickly, while others remain untouched for a long time.
One thing I would suggest is submitting your Ontario address again through a webform. In my experience, I once submitted an address change request to IRCC (not related to PR), and I received no response for about two months. I then submitted another webform regarding the same issue, and it was addressed almost immediately.
Of course, I don’t know how their internal process works, but based on that experience, it’s possible that some requests are overlooked or not properly routed for review. That’s the only explanation I can think of for why my first request received no response while the second one was handled right away.
Also, make sure you are not simply informing IRCC of your intention to move to Ontario. If you have already moved, clearly state that you are now residing in Ontario and provide government-issued documents showing your Ontario address, such as your driver’s licence, health card, or other official identification.
