If we apply for reconsideration and reapply at the same time will that thing create any confusion ?? I mean it's under 30 days he got the refusal
What is the error in law for reconsideration? Hire a lawyer who can can answer every question you have. We are volunteers.
 
Given your understanding of the whole process and requirements, and the importance of it resolving successfully, at this point in time I'd strongly suggest your hire a good immigration lawyer (not a consultant) to help you process the application.
We did but as i mentioned both of them just said the same thing to use the same old documents again and change the sop only .. i mean it's so hard to find A good immigration lawyer

So there's no way for applying for his visitor visa ever again in life ?

Of course he can try to reapply and he will have a higher chance of approval when his profile changes like have proof of longterm well paying employment, more international travel history especially to a few select countries, higher amount of personal savings, a dependent family member who is not traveling with him, etc.

He is single with no family ties to return. He is a student with no full time job or stable employment history. Travel history is US, UK, NZ and AUS. What will change by December. He has two refusals so he should not apply for some time. For any permit/visa for any country he now has to mention two Canadian refusals.

I'venheard students getting visas on family functions but it was just our luck that was not on our side
It is up to him but he should not reapply until there are major changes to his profile - stable job for at least 6 months, US visa with travel/visit to the country etc.
