Visitor record never arrived. Re entry options

Hi. We had applied for visitor record from within the country for my parents who are on super visa. But we didn't receive any response for the longest time from IRCC. They went back home regardless last year and now they want to visit again in summer for few months. We just booked their flights today and on cue received a response from IRCC that says that visitor record is refused and they also note that they have left Canada already.
I am worried about issues they might have at immigration this time. Any suggestions? They have visited on their super visa 3 times already

If they stayed past their authorized stay they likely need to do another medical. How long did they stay their last visit?
