Good morning,

I came through Express Entry and I am a permanent resident in Ottawa. If I find a job or studies I like in Quebec City, am I allowed to go there or am I required to stay in the English-speaking part until I obtain Canadian citizenship?
 
Yes you’re allowed to move and live in Quebec as a PR. There’s no rule that you must stay in an English-speaking province until citizenship. Just make sure you meet Quebec’s local requirements if you start working or studying there.

Would suggest keeping all the attempts you have be made to secure employment in Ottawa for a few months before moving.
 
Not always the case for all the schools, most often you pay domestic tuition as a PR no matter where you landed, you can even get Quebec tuition simply working in Quebec.

Meant non-Quebec tuition rates but given the situation described they would not qualify for Quebec tuition rates.
