Yes, I added IMM5604 and provided an explanation that even though both my spouse and I are permanent residents (PRs), I am the one sponsoring from Canada, and my spouse is staying in India with our newborn.

Review and make sure it matches the information submitted on the Use of a Representative [IMM 5476] form or the Authority to Release Personal Information to a Designated Individual [IMM 5475] form. If you can’t create an account, it may be because your client’s application is not in our system yet." But I ensured details are correct.

This is for our 14-year-old from the Philippines. Our 22-year-old received biometrics and sponsorship eligibility completion on the same dates.
