Your kids don't need study permits as refugees studying in elementary/middle/secondary school.
Since you already applied, you can get LOA from their schools' office.
I honestly don't think you need to proceed with the study permit application.

Edit: This is clearly stated on your RPIDs: "School aged children do not need student authorization to attend primary or secondary schools."

But to open resp I need their sin number and service Canada told me to get their SP? That’s why I applied for their study permit and explained in a letter with support docs while submitting Kis SP applications.

What should I do now

Get them work permits, once they're issued go to ServiceCanada with their work permits, RPIDs, and (just in case) the certified passport photocopies you got from IRCC if you still have them.

Edit: I forgot to mention but, since your kids are under 12 (at least I'm assuming they're) you need to take your work permit and additional ID too.

We don’t have kids OWP, it was there in the beginning which is expired. Kids never worked they go to school only but when we applied as refugee all family members got their OWP including kids minors.

Shall I speak with their school principal now to give us a LOA Letter ? Will they able to issue it ? Locally and it will be acceptable by IrCC ?

I have attached earlier their school reports but still they asked for LOA.

This will have an impact on our PR application which is in pipeline as well ?

ServiceCanada will not issue a SIN to kids unless their study permits will explicitly state “may accept employment” or “may work”; which it won't given that they're not post-secondary students. Your best chance is to apply for new work permits for them. Even though there's a belief that there's a minimum age for work permit applications, there's not. You're free to apply for permits for your dependents, without a fee.
And no, it won't have an affect on your PR applications.

Kids OWP has expired and before expiry I called IRCC for renewal process but they told me in written to apply for their SP , they were shocked to see their WP issued earlier as there r minor

Then get LOAs from their schools and submit them. Also explicitly specify that you need the “may accept employment” or “may work” conditions on the SPs. Try to get SINs again and explain the situation (maybe bring the IRCC letter with you), if ServiceCanada rejects it, you could apply for work permits anyways. I don't know about your situation and why IRCC told you not to apply for WPs but I've seen minors get and renew WPs as refugees. Worst case scenario their WPs will be rejected, which won't be an issue as they're already protected persons applying for PR.
