I don’t think this makes sense… I’m absolutely sure that there will be changes soon. I also advise you to hope for the AIP for now, because it will definitely make things easier for you and give you a certain level of mental stability. After that, PR will probably come sooner or later !
To show you that this system is flawed and that these timelines are strange, you have to know that there are people who applied in 2023 and have already received PR or at least these confirmation portals, you can see this on Facebook groups.

In the same timeline. It says 2700 people ahead of me how it takes 36 months to render a decision? I think it is not realistic, they just use AI.

The PR Application under H&C was received on summer, 2023, at the Humanitarian office in Vancouver.
The eligibility assessment has not been initiated.
The security assessment has not been initiated.
The criminality assessment has passed
.The medical assessment has not been initiated.
Please note, according to IRCC’s rules and regulations, the application has an estimated time of 35 months of processing times remaining, which takes us to January 2029.
As of today, no final decision on the application has been made.
The responsible office will inform the applicant in writing as soon as a decision is rendered.

I got CSQ paperwork 4 weeks after AIP. The CSQ process took a whole year. I am now waiting for Medical Request. Your mother's case is moving faster than mine. I applied on Nov 2021, got the CSQ at the end of last year.

I have a suggestion. You can get medicals done your self and get it linked to your application. These days medical is valid for 5 years. This will save you months because if ircc sends request then once you do it, then again you need to wait someone checks again for next step

Very weird that the H&C program for Ukrainians isn’t mentioned it isn’t like there is no pathway. The big issue and one was predicted by the bureaucrats at IRCC was that by not limiting the number of CUAET applicants there would be a problem downstream if people wanted to or had to remain in Canada. The big issue that will hopefully be learned by CUAET is that if the government prioritizes Ukrainians again other groups will also insist on their own program. ManyTurkish citizens who arrived after the earthquake and received an H&C OWP are also petitioning for PR. Many didn’t even live in the region that was affected by the earthquake. What about the citizens of HK, Sudan, Gaza, Iranians, etc. who all have H&C WPs or H&C PR pathways? Will the government also have prioritize groups for PR if people can’t secure PR via the existing economic pathways? All these programs set very dangerous precedents that can’t keep being met. We have young educated people with very good English (or French inside Quebec) language skills and who have a work history in Canada that are struggling to secure PR in Canada. Canada already has a high weighting of people on H&C WPs or people securing PR via various H&C reasons. We still need to prioritize young economic immigrants given our ageing demographic. There isn’t an obvious or good answer for Canada when it comes to do with the volume of CUAET holders which is why the government created the Ukrainian H&C program with the ability to keep on extending temporary status.
