Visitor visa processing 2.5 years

Hey folks, I'm looking for an advice on what to do, here is the situation:
I'm a Russian citizen living in the Netherlands for a number of years (not a citizen though) and I applied for a visitor visa to Canada in the Netherlands in June 2023 and provided biometrics. In August 2024 I was asked to provide a CV or a resume as an additional document. I have not heard anything from IRCC since. My online requests to provide any info are just replied with "your application is in progress, you don't need to do anything else, we are unable to advise on timelines". Calls to the embassy are just not going through.
I googled a bit and found that I can request GCMS notes that will provide a bit more information wrt the status of my application, however since I'm not a canadian citizen I can't request them from IRCC portal, I need to use some paid service to do that. Is this the way to go? If it is, which service is trustworthy?
2.5 years of processing time is outrageous and I just want a result. If I can go after the IRCC somehow I'll appreciate any leads.

Your only option is likely writ of mandamus to force IRCC to make a decision. As a Russian without permanent status elsewhere you sadly are viewed as a liability these days.
