Yes, all international arrivals, regardless of destination, need to go through customs and immigration. If you are from a country that is not visa-exempt, you will also need a transit visa.

I'd really suggest looking at the government's website - there are several different factors that play together, including whether you hold a current US visa, the passport you're travelling under, etc.

Why would anyone transit through Toronto to go to Latin America when there are direct flights from Europe?
