PR card not received and its been a year! Dont know what to do

I became a permanent resident on 10 jan 2025 and I have not received my pr card. When i didnt receive it earlier i applied for a new card and paid the fee as well on November. After that its been more than 6 weeks and i still havent received it. The ircc agent said to fax/mail a solemn declaration but idk when will i ever get it. I have to visit home in march and im scared i wont be able to do it. Is there any way i can reach to someone this has happened twice now and im so frustrated and nervous. I just changed my address as well. Idk what to do. Any help is appreciated thank you so much
