Inland vs Outland Sponsorship application - Visitor status and OWP

Hi,
I would appreciate some clarification regarding Inland vs Outland spousal sponsorship.
I am on PR and my husband is currently in Canada on a visitor visa.
I'm planning to file Outland Spousal Sponsorship.
My questions:
1. Since he is already in Canada, can I still apply under the Outland spousal sponsorship category?
2. If I apply Outland and receive the AOR, will my husband be eligible to apply for an Open Work Permit? or is the OWP only available for Inland applications?
3. Can he travel in and out of the country when his OWP is being processed (As it is Outland application)
4. Will he be asked to provide Biometrics and Medicals from Canada? Or can he give it outside Canada too

Any advice would be appreciated.

1. Yes.
2. Yes. You will read at various places that outland applicants are NOT eligible, that info is just out of date (it changed a few or several years ago now).
3. Yes. We frankly don't have enough information to tell if this will have any effect on the OWP processing times.
4. Both can be done anywhere in the world where there are approved partners. I actually don't know where biometrics are done in Canada but others do - outside Canada it's at the visa application centres, most of which are run by VFS. Medicals - see IRCC web site for so-called 'panel' physicians, i.e. accredited with IRCC.

3. This is unclear. You can now apply for an OWP while applying Outland but you should be residing in Canada. Are we talking about a few days out of Canada or much longer or more frequent trips outside of Canada?
