Need passport back urgently from IRCC

Hi,

My friend submitted his passport for visitor visa stamping from Belgium.
It has reached Ontario.
He has a family medical emergency and needs to travel immediately to India.

Is there anyway to contact IRCC to expedite his passport return? At this point we don't care about visitor visa. Just need the passport back ASAP.

Any contact/help will be greatly appreciated.

His best option is to get an emergency passport or emergency travel document at the Indian embassy/consulate. If he gets a new passport he should inform IRCC.
