Hi everyone, I am seeking advice on how to proceed with visitor visas for my spouse and kid (2.5 yr old) who are in India, while their PR sponsorship is in progress (awaiting AOR).

The first visitor visa was applied when I was on maintained status (work permit) and it was refused stating "purpose of visit inconsistent with temporary stay" reason. I assumed it was due to a clerical error that I did during the application - requested the visa for 3 years in a few spots.

Then I waited to get my work permit renewed and then tried for the second time requesting visa for 3 months. Therafter my PR confirmation was received with which I submitted PR sponsorship. I submitted a webform requesting to consider the visitor visa under dual intent while sponsorhsip in processing. It has now been refused with reasons "purpose of visit inconsistent, insufficient document for host's income & assets, financial situation is insufficient to support stated purpose of travel".

I had submitted my employment confirmation letter, pay stubs, bank statements (30k balance) for 6 months, CRA document and financial support letter from myself.

For home ties, I had given a medical certificate for elderly mother (caregiving) and a CA certificate for own house in spouse's name in India (maintenance of property as owner).

If I were to go for a fresh visitor visa application, the only thing I can submit additionally would be an AOR from the sponsorship which I dont have yet.
Spouse is not working, no income of her own. Kid is not in school.
What am i missing here?

She needs to show ties to return like job letter with approved leave, rental agreements for property. Mother is not a tie because she will be moving to Canada permanently, and leaving saying coming to Canada for 3 months shows that spouse is not full time/ 24-7 caregiver.. You would be planning for a full time caretaker for her. As well funds for a 3 month visit is way too low. $30k for 2 people is good for a couple of week visit. May be faster to wait for PR.

Would it be better to go for a SOWP ? Haven't tried applying that. She has high school education.

If she is eligible based on your NOC and work permit expiry then may be best route. Also look at processing times for SOWP. Doesn't mean child's TRV will be approved. Still need to address issues for refusal.
