oh if that's the criteria to get a fingerprints that i won't get it. My name + last name is absolutely not common

It’s due to that when you look to the anatomy of background check on Google, it clearly shows that FP request usually when they find a close name with criminal history.

Correct. Also read this section found within the FP request document:

The Citizenship Regulations require that we verify that applicants are free of any prohibitions from a security and criminal standpoint.

Therefore, all applications for citizenship are sent for a search of criminal records, using the biographical information on the application form, to determine whether there may be cases which require further review with regard to the provisions of section 21 or 22 of the Citizenship Act.

Where there is an indication that a criminal record may be involved, it is essential to ensure that there is no error in the identity of the applicant concerned, therefore we request fingerprints to verify the applicant's identity.

Why didn't you give them a PR card?

Oh, now I remember very clearly what they asked for, and I did it correctly!
First ID can be passport or PR card
Second ID can be Health card, or driver's license, etc

I had 30 days.
if you also got this email, I recommend using their partners, they send fingerprints directly to them.
