Hi everyone!
We got invitation for Healthcare draw on Sept 2nd.
Applied and 2 weeks later got notification:
"Please be advised that the Ontario Immigrant Nominee Program (OINP) has received your application and the director of the Ontario Immigration Act, 2015 has determined it is incomplete. Specifically:
Licence:
You did not provide a copy of your Certificate of Registration from the College of Physicians and Surgeons of Ontario that contains the categories Independent Practice, Academic practice, or Postgraduate education.
Your application demonstrates that you currently hold a Restricted certificate.
The OINP cannot accept incomplete applications for processing. Your application will be closed and your payment will be refunded.
You will need to register a new expression of interest and receive another invitation to apply before submitting a new application."

But we provided Certificate for Academic practice, it is restricted with holding an academic appointment at the rank of Full Professor. We contacted CPSO and it is the only form of Certificate for academic practice.
So our application is complete and all documents provided. What can we do if it is a mistake from OINP to withdraw the application?:eek:

What NOC did you use? Clarifying but sounds like you only work in academia so likely doesn’t fall under healthcare draw.
 
The same NOC I have on work permit and on contract with Toronto Western Hospital - 31100 - Specialist in clinical and laboratory medicine.
I work as a Rheumatologist – Clinician Scientist
- Provide direct patient care in outpatient and inpatient settings:
• ~2,000 patient visits annually in outpatient clinics (general rheumatology and psoriatic arthritis), covering the full spectrum of inflammatory and non-inflammatory rheumatic diseases.
• 10 weeks annually as attending physician on the inpatient service, including 24-hour on-call responsibilities.
- Perform comprehensive assessments, establish diagnoses, and manage complex rheumatology patients.
- Supervise rheumatology fellows, residents, and medical students in clinical training.
- Collaborate with multidisciplinary teams (radiology, dermatology, orthopedics, gastroenterology) for complex patient management.

You provided a certificate for academic practice but what about your proof of licensing for clinical practice?
 
It should be Certificate in categories Independent Practice, Academic practice, or Postgraduate education. One of them.
We provided it.
What can we do? Seems it is not possible to order an internal review on this stage. What is the way to review their decision if they made a mistake?

So OINP rules state:

If your job offer is for an occupation that requires a mandatory licence or other authorization in Ontario, you must hold a valid licence or authorization from the appropriate regulatory body in Ontario when you apply.

For NOC 31100 -
  • Completion of the certifying examinations of the Royal College of Physicians and Surgeons of Canada and licensing by the provincial or territorial licensing authority are required.

Get a lawyer. Mandamus is for delay in processing (years to get approval). Refusal is due to having a "restricted" certificate and you say you don't so get a lawyer. So include all qualifying exams.

No. You need to appeal the decision and/or request reconsideration.
