Biometrics Conflict

When I look up here https://ircc.canada.ca/english/visit/biometrics.asp to find out if Biometrics is needed, I get result:
Answer: You need to give your biometrics.
However, the line below it mentions:
If you’re between 14 and 79 years old, you need to give your fingerprints and photo for all permanent resident applications, including:


Any idea why such conflicting answers? My parents are both 80+, so I am confused if I should pay the biometrics fees or not.
 
Pay the biometric fee and submit your application before time runs out. I’m sure it won’t hurt you to pay that fee.
 
Successfully submitted the PGP application today (Oct 8th). Anyone can share timeline what to expect next in upcoming months?

Yes you must pay. Biometrics for temporary visas are NOT valid for permanent residency :(
