Protected family living inside Canada is welcoming their 3rd child in Canada who is gonna be citizen.

is there is any impacts on early PR of the family , parents who are waiting for PR after become protected person.????

Family doesn't get "early" PR or file is expedited so no impact on file. Having Canadian child doesn't move the file any faster.

So they had a third kid . Why would you even think it would help bumping their application ?

If you are talking about the grandparents, there are no special circumstances to bring them to Canada. You can apply for a TRV or a Supervisa. Expect that as you have filed for refugee status, it will be difficult for them to qualify to visit. H&C is only available to those in Canada.
If you are talking about the father (I'm assuming the mother is in Canada since the child was born here), you will likely have to wait until the PR application(s) are processed.
