Outland applicant here- I got an update in the portal for FD 2 days ago stating it is in progress but received an email today - ready for visa with instructions??
What's your AOR pls? And did you go through comprehensive security screening?

It was exactly 1 year ago July 11th, 2024. French draw. Not sure about comprehensive security part. But Eligibility and info Sharing took long. all the best for yours!

CBSA notes were exactly the same as IRCC notes received at the end of February. The file has not been touched by the officer since the end of January. So, the latest notes from CBSA were a little bit useless.

I’ve been waiting for my PR Final Decision (FD) for over a year now, and nothing seems to be moving. I am Inland - HCP - CEC.
  • AOR: August 29, 2024
  • Eligibility: Passed
  • Criminality: Passed
  • Security (Background Check): Not started or still in progress
  • Last update on GCMS: December 4, 2024
  • GCMS Notes: Ordered 3 times — no real progress shown
  • MP Inquiry: I contacted my local MP, but they said they can’t interfere in the background check process
Since then, there’s been no movement at all on my file.
  • Is anyone else in the same boat — stuck at the final stage for this long?
  • What else can I do at this point to get things moving?
  • Has anyone had success with MP follow-ups or mandamus applications in similar situations?

That is unusual i can imagine how difficult it must be to have to wait that long . If you are a Christian I would say fast and pray . My whole pr application was a miracle and even though my situation was so complicated my process was so fast

I’m in the same boat. AOR - 2 August. No update on the file since end of January.
I and my spouse are under c-check.

We consider to go with the mandamus within a couple of months.
 
Everything passed except Security that has either not started or in progress (mine hasnt started, my spouses is in progress. they were both submitted to CBIS back in March 2025).

Im considering filing for the demand letter in December, and then mandamus early next year if there is no movement.
Please keep us posted here - i would love to get some info on lawyers, firms etc.

It's basically a written request to IRCC to process a pending application. Its a final opportunity for the agency to act before legal action is taken. It's written up by a lawyer usually and it outlines the case, the unreasonable delay, provides evidence of the delay, and requests action by a specific date.

If they don't give a proper reply after the demand letter - you go ahead with Mandamus. Atleast thats what i understand

Have you consulted with any lawyer about it? I am thinking of doing the same thing.
Yes, I’ve contacted many (around 6-7) and all of them are ready to start the process. The main difference is how much each lawyer charges for his / her work.

One lawyer even has suggested another option that could be done in parallel with the mandamus process or as a stand-alone procedure.

This option considers requesting notes from CSIS, then “file a complaint with CSIS about the delay”.

Next. If a lawyer and client are not satisfied with CSIS’s response to the complaint, or if they do not respond within sixty days, then we would file a complaint with the National Security and Intelligence Review Agency (the “NSIRA”).
All the information that the NSIRA typically asks during their review is provided up front.

So, it’s just a matter of a personal decision when to start and with whom.
