Visa refusal can change?

Hello,
I applied for visitor visa and get approved and ask to submit my passport.
I did, today I received a refuse due to they didn’t receive the passport.

I call them and they said we just find your passport.

They mentioned its their fault.

Do you think they can reconsider it and change refuse to approve and stamp the VISA?

Yes they should approve your visa and send your passport back stamped. If they don’t you should ask for reconsideration.

But the problem in ircc website its already mentioned refused. But they told me they found my passport after the officer refused it.
Did they can change refused to approved?

What this mean? Why background still in process

If asked to submit your passport follow the direction and submit your passport.

Today they send my a new orginal passport request, and my passport there??

I cant understand what they mean!! Is automatically email? And mean they are start process stamped visa
