Enter Canada via US (when PR card is lost)

Hi all

One of my relatives lost their PR card in Canada, so we reported to the police and got occurence number and filed for replacement of PR card.
Relative had to travel outside canada to their home country as that trip was not avoidable so they went without PR card.

Now IRCC has asked to collect PR card in person at Etobicoke office but person is outside Canada.


Can they come to Canada via land border (US) with just passport and e-COPR? They have US tourist visa.
Will they be allowed to enter once they share their case about lost PR card and appointment at IRCC office to collect a new one?

Yes they can enter Canada via the US. The pick-up is more of an interview. Assume they were compliant with their RO when they applied and continue to be compliant with their RO.

The COPR is not needed. The CBSA officer will be able to [easily] see that the person is a PR in their system.

While I agree this is true, would still suggest having a printed copy of the e-COPR just to facilitate things. It can sometimes be the difference between an officer waving one through (because they have the info in front of them, including here possibly seeing that it was somewhat recent) and sending the individual to secondary to check more thoroughly.

In addition, in this case would suggest having copies of recent application for PR renewal/replacement and any correspondence with IRCC.

It's unclear to me whether the individual is in compliance with the RO or not, and even if out of compliance, having the info to hand usually is going to make the officers more comfortable.

Compliant with RO when they applied for a replacement card. When recently checked again, since they are out of the country, short of 28 days to meet RO


So not sure how the interview would go. They do have a valid reason (medical reason with reports) for which they had to go out of the country.

Would recommend having a brief summary of the medical reason and copies of the reports handy (both at border and for the IRCC pick-up interview).

You may hear different opinions about whether or not problems are likely; my guess would be not very likely (assuming all else in order), but my opinion counts for zero with IRCC.
