It is somewhat unclear how applications that move are treated. Most of your processing seems to have been CSQ which is not needed for the rest of Canada so at a minimum the time spent processing CSQ will not count in terms of processing in the rest of Canada.
It's been 16 months I have been applied for PR and moved to Quebec and got my csq after 6 months of moving here in Quebec.Even in your view, after deduction of 6 months for CSQ ,I suppose to wait 1.5 years more if I move to other provinces(other than Quebec 28 months PR processing).But i am afraid of if the process begins from zero that means in other provinces I have to wait again 28 months as a new applicant!
I am not clear about this.

It’s unclear how your file will be treated if you switch to processing in another province. Time to receive a hearing for many is now 2-3 years outside of Quebec and with the backlog there is a good chance they will increase not decrease unless there are some major reforms to the asylum system. Things like cost of living in other parts of Canada and ability to find employment, especially in this job market, should also be a consideration.

It doesn’t make sense that your file will be treated from zero. See this is not a vedio game. If for example you’ve done your biometrics and medical exam in Quebec successfully you changing provinces doesn’t change your fingerprints or your health condition.

And trust me with the new quota system coming next years in Quebec changing provinces and waiting from zero is better than waiting like 60 months or even more here in Quebec

Still lots of consideration even with longer processing times in Quebec. Would not be leaving a job at the moment for example without another one lined up given the economic conditions. In many ways the job market is better in Quebec than many other provinces at the moment. Hard to generalize what is best for someone in this situation.
