There is no need to stress yourself . Did you file with a lawyer or consultant? Etobicoke does not mean it will be refused from the get go . Obviously I do not know your situation but people have got their pr after getting their application sent to Etobicoke office. Non routine just means that standard processing time does not apply to your application

still have not received AOR and background check is still in process and eligibility not started....

no I haven't. I have sent a message 3x through the webform and I continue to get a 'generic' response even when I have asked a specific question. It's a little frustrating to say the least
