There are no card 1 like that. just note 1 note 2 upto 22 but latest one is Note 1

Yes, criminality and security is different. Criminality is checked through RCMP and security is through CSIS and CBSA. She applied for CBSA notes and waiting for it.
My guess is that certain random applications are going through security checks from the group, because we both applied separately but on the same day and I got my citizenship in April within 5 months. Some people are also getting it in max 4-6 months.
Her notes has total 20 notes and the note 1 is being the latest on March 25, 2025. where LPP completed.
In note 1:
Card part 1:

PII is not required.
Relevant period- XXXX-XXXX
Applicant became permanent residence on YYYY-MM-DD

Here I get confused. In the notes it says clearances passed but file location is grant clearance is pending.
