I am writing on behalf of my friend , he doesnt live in Pakistan but is an Electrical Engineer, 2 years of work experience. his IELTS score is (Listening 8, Speaking 8, Reading 8, Writing 7) , he wishes to migrate to Canada , and is interested in provincial nominations. So far as we have dug,

Ontario’s Express Entry Human Capital Priorities stream​

seems to be the best one for him. I wish to ask how realistic is it for him to apply , in the sense that is this nomination easily granted (i have read about long waiting times on this forum) ? if not then is there any other provincial nomination that we should research on>‌

What is his CRS score? Don't count on this stream because with PNPs cut in half the focus is on those with a job offer. When was the NOC last selected in draws and with what score?

Not really any options without provincial license and job offer.
 
That OINP stream has focused on healthcare and trades workers lately, and they have had a draw since last year.

Also, as mentioned by Naturgrl, PNP programs are heavily cutting spots so it'll be extremely difficult to get an invitation. They'll be focusing on people already living in their provinces.

Given your friend's NOC, they could try to apply through express entry category-based stream, specifically for STEM. They would need to have experience in NOC 21310 - Electrical and electronics engineers or NOC 22310 - Electrical and electronics engineering technologists and technicians and at least 500+ points in CRS score to have a chance to qualify for a future draw. The last STEM draw was on April 2024 with the lowest CRS score being 491.

Let him to apply in Saskatchewan nominee program. he will get early the ITA and have lot of jobs in as an Electrical Engineer.

He has to be licensed first then get invited with high enough SINPscore & NOC. Plus SINP nominating only from inside Canada unless in healthcare. With a sibling/relative then score unlikely high enough.
