Regardless of whether there are draws or not, give TCF to max out your CRS, you might get lucky with CEC.
We don't know if there are any other draws planned for rest of the year. They don't announce draws in advanced. They have already clarified that they are increasing french immigration targets in EE, so that answers your question.
