I landed in 2019 and then finally moved in 2021. Dont thing that would the reason.
Same for me and my wife. We are still waiting on LPP since Feb 21 though.
The last note in my GCMS was from Feb 27 where they noted that "As per E/E records, client left Canada on Jan 24".
My application also has a note: "Grant Ready Review PM03" which is likely causing the delay.

I called IRCC today, NOV 2024 applicant, they haven't started my LLP.

I'm concerned about the IDs to bring to my wife's ceremony. When she got her US driver's license when we moved, she gave them her Alberta license for some reason. We didn't have to do this, since we already had Texas licenses that had been expired less than a year, and we were just renewing those, not using reciprocity to exchange an Alberta license for a Texas one.

So, she no longer has any Canadian ID other than a PR card. The "what to bring to the ceremony" page says "If you use your PR card, the second ID must be issued by the Canadian federal government, or a provincial or territorial government".

The only combination that I think we can do is "original passport or other travel document" (her USA passport) and "foreign ID (It must be government-issued)". It's issued by a state, which is a government, but it's not the federal (from the country) ID. We have NEXUS cards, which are issued by the USA and Canada, but they don't have signatures. We have Alberta Health cards, but they don't have photos or signatures (and arguably they'd be invalid at this point; we aren't attempting to use them).

The wording sounds like we cannot use passport + PR card. What do you all think?

It's an in-person ceremony? Have her bring it all. I'm pretty sure foreign passport plus PR card will be fine.

If not: note the 'second ID' does not specify it has to be a photo ID, so the Alberta health card will likely be accepted.

for my in person ceremony in May, they did not look at any secondary pieces of id- just the PR card. so PR card + any foreign id is fine

Mea culpa, but I was going by your text in the previous. At any rate: bring what she has, it'll be fine. It's not a trick, they are just trying to identify the person.

(I'm pretty sure my family members only had the PR cards checked but not positive)
 
Stupid question alert:

Looking at the passport application it says give any valid travel document to them if mailing … so we give our foreign passport ? Or that’s only if you have a Canadian passport ? This was in the new passport application section so was a bit confused
