Right now the caregiver pathway is closed for this year and even next year will not be open to those outside Canada. Go on the IRCC homecare pilot site and read the requirments. So once they are PR and living in Canada they will set up a business number and show income to support a FT caregiver. Look for someone within Canada to start with who meets the requirements for the program. Post the job to job sites.

Are you sure he will pass the medical? Assume you are aware that if he ends up in long term care during the first 20 years (10 years in QC) you have to pay the monthly bed fee of around 2.5k/month. Hiring someone to care for him at home will cost around $25/hr or more and at this point you’ll need to hire someone who is already able to work in Canada unless you live in QC. You will also have to pay for any medical devices he needs at home like a hospital bed for an example. These are significant expenses if he is able to pass the medical.

Processing time can also take years and it is very difficult to secure a spot so something to consider as well. Realistically hiring someone already in Canada will have to be the plan for the first few years. No matter what this will be very expensive.

Most of these refusals are those applicants who applied under Alternate Format Applications. Looks like these applicants took this advantage after the March 31st CAP has reached and now receiving refusals. Can you please educate everyone here who is eligible to use this Alternate Format? Because people are so confused why there is an alternate format for this, and they read that this format is for applicants who cannot apply online due to disabilities or other reasons. They're questioning how these applicants can even work as Caregiver if they themselves are having "disabilities"? So, how is someone going to be qualified to use the Alternate Format and what kind of "disabilities" or "reason" they should have to use this? Everyone is confused.....Thanks...

Who is Kubeir? Seems like people didn't meet the online cap and then applied under alternate formats because they missed quota and were not eligible. For what reason did people apply under alternate formats? They didn't have a computer? Why can't people with disabilities be a caregiver that would be discrimination under the human rights code.

If they just applied through an alternate formats because they didn't get their application in online before the program was closed, then their application should be refused. They tried to bypass the system.

Not surprising and somewhat puzzling why people weren’t anticipating the refusals if people didn’t have a disability. They are actually lucky if only received a refusal and not a more significant repercussion given they claimed to be disabled when they weren’t. Disabilities could range from things like dyslexia, having a visual impairment, etc. They likely received accommodations throughout school including post-secondary education and would have a very long list of evidence of their disability.

Nothing you can do. She is not eligible. Tell her to read the requirements of the HCCP program and to go back to school for caregiving. If you want to hire her once she has the education and/or experience then you set up a business registration number for payroll and offer her a job. Make sure you can afford a full time caregiver ($35k) and can justify the need for one.

I assume her WP is not for caregiving position right? Then she needs to really go back to the Philippines to have the Training or get at least 6 months paid Nanny Experience that she can show as proof for experience then find an employer in Canada to offer her a job then apply for Work Permit with LMIA (if TFW program). If she is looking to apply under the new HCCP every March 31st then she can only apply then by March 31st 2028, coz she will not qualify for March 31st 2026 because of ineligible and unqualified caregiving experience, while if she plan to apply again on March 31, 2027 by that time she has gained full amount of experience then she cannot apply into that because the stream is open only for Outside Canada applicants unless she wanted to wait for that while in the Philippines while that process will take 2 years before she become PR. So calculating this if she want this option in 2027, if her PR is approved, she and her family can only come to Canada by 2029 or at least by 2030 or more. So another option is to apply as TFW caregiver where an employer will offer her an approved LMIA, then once she got the LMIA she can apply for Work Permit inside Canada as she still have valid WP until October 2025, but looking at the timeline, it is not enough time, coz LMIA process takes about 2-3 months advertisement plus 2 months process and result. So by that time she does not have a valid status to apply her WP inside Canada when she have the approved LMIA, so her only option is to go out of Canada and apply her TFW Work PeRmit from there, also she cannot guarantee approval of Work Permit because of her no qualified experience and training. Hope this helps!
